Source code availability
No source code is available to the general public. There are a few groups who have access to the code to produce updates, such as UTPG. However it seems they've passed the torch onto OldUnreal. That said an effort exists to rebuild it from scratch and it's already pretty far along. No doubt that this will eventually be the go-to for playing UT99!
How-to-play On-line
Thanks to the efforts of OldUnreal the ability to play Unreal Tournament online in the 21st century is given. It should be a pleasant experience out-of-the box!
